Kenneth Karlin, MD
President
Dr. Karlin is President of Eye Physicians of Virginia, which has been in practice since 1985 in Fairfax, VA. He is a glaucoma specialist, fellowship trained at the Washington University, St. Louis. He received his medical degree in 1980 from LSU Medical School in New Orleans.
Dr. Karlin also serves as a Assistant Clinical Professor, Georgetown University Medical School. He served as an appointed Board Member, State Board for Opticians, 1994-2002. He has also held numerous memberships and leadership positions in local, state and national ophthalmic organizations.
As a fellow of the Virginia Society of Ophthalmology, Dr. Karlin has served as board member, legislative chair, and treasurer. He is currently President-Elect of the VSO. In 2007, Dr. Karlin was recognized with a Distinguished Service Award from the American Academy of Ophthalmology. Since 1993, he has appeared in the Washingtonian magazine "Top Doctors List." Barry Roper, MD
President-Elect
Barry E. Roper, M.D. is a Board Certified ophthalmologist (American Board of Ophthalmology) specializing in small incision cataract surgery with intraocular lens implantation, medical and surgical management of glaucoma, and diagnosis and treatment of diseases of the eye. He is a Diplomate of the American Board of Ophthalmology, a Fellow of the American Academy of Ophthalmology, and a Fellow of the American College of Surgeons. He is a past Chief of Staff of the Richmond Eye and Ear Hospital and has served on the Committee on Applicants for the American College of Surgeons for over ten years.
Dr. Roper completed his ophthalmology residency at the Medical College of Virginia where he served as Chief Resident. More recently, he received a Master of Business Administration degree from Virginia Commonwealth University through the Fast Track MBA Program. He serves as a board member on the Richmond Eye and Ear Hospital Foundation, the Richmond Eye and Ear Healthcare Alliance, the Richmond Academy of Medicine’s Bioterrorism Task Force. He also serves as the Medical Society of Virginia’s representative to Anthem’s Medical Advisory Panel and provides ophthalmic support for the Lupus Foundation of Virginia as a member of its Physician Advisory Board.
Dr. Roper served as Chief Physician and Director of Aeromedical Services while on active duty as a Flight Surgeon with the United States Air Force during the Vietnam era. Dr. Roper also has been affiliated with the Boy Scouts of America for over thirty years and he has been honored with the Silver Beaver Award by the Heart of Virginia Council. He served as SubCamp Chief Physician for the Southeast Region during three National Jamborees and is a life member of both the National Eagle Scout Association and Alpha Phi Omega National Service Fraternity.
Dr. Roper has been selected for inclusion in editions of Richmond’s Top Docs, The Best Doctors in America, and Guide to America’s Top Ophthalmologists.

Kevin Scott, MD
AAO Councilor
Dr. Scott is currently a Fellow and the AAO Councilor for the Virginia Society of Ophthalmology. He first began his servicewith the Virginia Society of Ophthalmology as an at-large board member in 1996, and has continually served on the VSO’s board since 1996. He has been a key player on the public relations committee, helping to oversee the VSO’s website and print and video production. He has also served as Alternate Councilor for the AAO prior to becoming the AAO Councilor.
Dr. Scott earned his bachelor’s degree from the University of Virginia with high honors in engineering. He received his medical degree with highest distinction from the Medical College of Virginia. After completing an internship in internal medicine at MCV, he completed his ophthalmology residency at Manhattan Eye Ear and Throat Hospital, and served as chief resident there. He also completed a fellowship in ophthalmic plastic and reconstructive surgery at Bascom Palmer Eye Institute in Florida.
Dr. Scott is a member of the American Medical Association, the American Academy of Ophthalmology,International Society of Cosmetic Laser Surgeons, the Medical Society of Virginia, the Northern Virginia Academy of Ophthalmology and the Medical Society of Northern Virginia. He is also a member of Alpha Omega Alpha and Phi Kappa Phi. He serves as a lecturer at the Georgetown University Center for Sight.
Dr. Scott specializes in oculoplastics in private practice in Fairfax, Virginia. He is married to Natalie Scott and they have two children. 703-620-4300

Ira Lederman, MD
VSO Senior Councilor
Dr. Leaderman received his medical degree from the State University of New York at New York City (Downstate). After an internship at the Jewish Hospital of Brooklyn and ophthalmology residency at the Medical College of Virginia, he served in the US Army. He then entered private practice in Norfolk, VA.
He is board certified by the American Board of Ophthalmology and a fellow of the American College of Surgeons. He is a past president of the DePaul Hospital Medical Staff in Norfolk, and the Virginia Society of Ophthalmology. He has also served as a councilor to the American Academy of Ophthalmology. His positions at Eastern Virginia Medical School (EVMS) include Medical Director of the Ophthalmic Technicians Program and Vice Chairman and Professor of Clinical Ophthalmology. Joy Dixon Robinson, MD

Dr. Joy Dixon Robinson was born in Baltimore, MD to Jessie G. and the late James W. Dixon, MD. She graduated as salutatorian from Southwest Guilford High School in Greensboro, NC before proceeding to Howard University. She graduated from Howard, Summa cum laude, with a bachelor of science and a medical degree through their accelerated six year program. She completed her ophthalmology residency at Howard University Hospital. She is a Diplomate of the American Board of Ophthalmology and a Fellow of the American Academy of Ophthalmology. In 1988, she accepted the position as Chief of Ophthalmology at the Veterans Affairs Medical Center (VAMC) in Hampton, VA. She still currently holds this position and is also Director of all eye care at Hampton VAMC where she attends to our veterans, trains Eastern Virginia Medical School Ophthalmology (EVMS) residents, and is a long-standing member of the Hampton Veterans Affairs Ethics Committee. She currently has an EVMS academic position as Associate Professor of Clinical Ophthalmology and truly enjoys teaching the residents.
In May, 1999, she was asked to serve out the remaining year of a 2-year term of a Virginia Society of Ophthalmology board member who resigned. Subsequently, she was elected to remain on the VSO Board for two consecutive two-year terms and then became President-Elect (June, 2004 - June, 2006), and then President (June, 2006-June, 2008). During her time on the VSO executive board, she participated as a candidate for the American Academy of Ophthalmology Leadership Program (2003-2004). She has also been named in the yearly editions, since 2004, in the Guide to America's Top Ophthalmologists. William Bearden, MD
Legislative Committee Chairman
William H. Bearden, III, M.D. is board certified by the American Board of Ophthalmology and specializes in plastic and reconstructive eye surgery at Virginia Eye Institute. Dr. Bearden completed his specialty Fellowship in Salt Lake City, Utah and his ophthalmology Residency at the Callahan Eye Foundation Hospital at the University of Alabama. Dr. Bearden is an Alpha Omega Alpha graduate of the University of Alabama School of Medicine. This was followed by an Internship at Roanoke Memorial Hospital in Roanoke, Virginia, as well as an Externship in Vienna, Austria. A native of Alabama, Dr. Bearden completed his undergraduate studies as a Presidential Scholar at the University of Alabama. He is a Member of the American Academy of Ophthalmology, the American Medical Association, and the American Society of Ophthalmic Plastic and Reconstructive Surgery.
